Rangel was making a point.
The point.....The powers that be would be less inclined to initiate invasion of country based on fabricated intel from nefarious crook(CHALABI).
Rangel does not expect it to pass....
There would be a lot fewer people screaming "stay the course" when there was no course and when their kith and kin were subject to being drafted, taught to point a gun, and deployed to Mid East money pit and blood bath.

note: And I have had first hand experience of life with a draft.
Not just registering ...THE REAL THING. I turned 18 in 1969. Registered for draft and then was scheduled for classification physical which was an ALL DAY AFFAIR where the military people at AFEES were not as polite as they became when all volunteer force came into being. I was classified !A which means "available immedediately". Eventually I wound up enlisting in branch of service other than the army.
My Boss was drafted.
ELVIS WAS DRAFTED.

The liberals never said Bush was going to have a draft. The liberals said that to do this war right we might NEED a draft, because we're overextending ourselves and pushing the enlisted soldiers too much, extending tours of duty and not providing enough release time. And Rangel proposed the draft because he was arguing that the current military is composed of nearly entirely poor and minority soldiers. Thus, he argues, the poor are fighting a war for the rich (the oil barons, the Haliburtons). And conservatives would have a different idea about a ground military campaign if their sons and daughters were directly affected by it.

If there's another terrorist strike in the US, or some horrible calamaity overseas, Bush will need to call for a draft. The volunteer military is depleted by nearly 4 years of war.

democrats do propose a draft from time to time.. but the draft they propose is an all inclusive.. no matter what class or race.. and in doing so they KNOW it will be shot down... they even vote against their own proposals for the draft.. they merely throw it out there as a wake up call to show how one sided the republicans are (the republicans would support a draft if they didn't have to go...)

Do you understand the reasons behind him proposing a draft though?

No one really wants a draft, but he wants congress to be responsible for their actions. If a draft were in place, congress wouldn't be declaring unnecessary wars on other countries that pose NO threat to Americans.

Bush'd rather send out the boy scouts than have a draft.

Remeber when Bush said "Mission Accomplished"? Remember when Bush said we were going to "smoke 'em out" referring to Osama, but then said he wasn't that interested in finding Osama?
