As a Fountain pen collector, I can tell you that £250, will buy you a good pen, you could choose from various makes such as Waterman, Parker, Conway Stewart, either new,or you could invest in a Vintage Pen, depending on the type of writing you want to do, and the nib you will need, there are some very nice pens out there and it is a gift that looked after properly will last a lifetime. You could get a Solid Silver Parker Sonnet for less than £200.00, this will take cartridges or a Piston filler which is normally supplied with the pen, there are so many to choose from,look on Ebay to give you an idea of the prices that they go for, it is easy to spend more than you need if you don't research first!. Mont Blanc is the best,but as far as cartridge pens go,
Shaeffer is a solid serviceable pen.Alot cheaper,don`t know if they`re available in the U.K..Do you have large office supply stores?That would be your best bet.

As a teenager (40 + years ago) I had a Conway Stewart and it was fantastic. It couldn't have been as expensive as you are talking about or I wouldn't have been able to afford it.Anyway, it had a gold nib and whenever it rolled off the desk at school it always stuck into the wooden floor but it always wrote perfectly.

I have used a Waterman for many years, it is one of my prized possessions. I would thouroughly recommend a Waterman fountain pen.

Parker are pretty good and reasonably priced. Cross pens are more than pretty good they can cost up to £1000.

I'd toss in a vote for Parker personally - they flow nicely when writing and last for years.
