It sounds like a hay rake...for breaking up the bales and moving it to the feed trough or stalls.

Potato fork. Potatoes are planted in mounds and the fork was pushed in the base of the mound and using a rocking motion it loosens the soil and brings the potatoes to the surface.

I have seen them with a longer handle too. They used them for raking hay and straw. Like if you want to pull it towards you.
