The first thing you need to know is your measurements, height, bust, waist, hips, and inseam. Your height will determine if you are a Petite, Missie's, or Tall. The fullest part of your chest, right under your arms, is your bust measurements which will tell you what size you need in a shirt. Your waist, the narrowest part that creases when you bend to the side, tells you what size skirts and pants you need. Your hips, the widest part usually right below the hip bone, tells you what size you need in skirts and pants. Your inseam tells you what size pants you need. For a dress, you need all of these measurements, except inseam.
Size charts can vary from designer to designer, so you always need to check your own measurements against their chart. For example, I am typically a 6, but can wear as little as a 2, or as big as a 10, depending on the brand. The best way to get measured is at a store. Most department stores will do this for free in the lingerie or formal wear department. When you take your own measurements, they are usually innacurate since your entire body can move with your arms as you reach with the tape measure.
Then use your measurements to help you figure out what your body type is. Once you know that, then you'll know what styles to look for in clothing.

Since the sizing of women's clothing is all over the place, your best bet would be to just go and try things on! That way you can tell what fits, and see what looks good on you.
You may want to start by getting some foundation garments to make your shape more womanly - get a waist cincher and some padded briefs, as well as a bra. There are many websites where you can get those basics. Try searching for "drag queen clothes" and you'll get lots of hits. Some of them will be sketchy, but a lot of them are good, legit stores.

My best suggestion to you is to look at online stores....for example Eddie Bauer. They will show you how to get your own measurements and then it tells you what size you would wear based upon your measurements. That should help you to get an idea of what size you wear etc. Many stores are the same way, EB was just the first one I thought of.
