why on the show jeopardy they always answer questions with a who, what, where??? (ex. WHO IS John Smith, WHAT IS a car.... and so on ...) why can't they just say John Smith or car?

The whole point of the show is that they give you the answer, then you provide the question. It is a concept created by the wife of Merv Griffin, who owns the show, as well as Wheel of Fortune.
It takes a certain discipline to be able to keep in that mode, while answering such difficult trivia.

To make it interesting and different from the usual quiz show, Joepardy twisted the usual format of the host asking questions and constestants giving the answer/s. The "question" style or format reply is an added trap which contestant must not forget so that his or her response will not be negated even if it is correct. Without such style of the program, "Joepardy" will be just boring like the usual quiz shows. :-D

It's just one of the rules. When Jeopardy first started airing back in the '60s, "we give you the answers and you tell us the questions" was the gimmick used to differentiate it from other quiz shows of the time.

The contestants are given answers & they ask the question. Example: He was Pope during World War II. Who was Pius XII?

Because they give you the answer to the question. Therefore, you have to give the question that goes with that answer.
