I do not believe that as a civilian you would be able to access his address information via "license plate" number.

This is usually reserved for law enforcement only. If you know a police officer, you could possibly ask them for assistance.

If you feel that you were ripped off, be careful. Most states limit the repercussions that a consumer has against contractors. I know that you will have no rights if you did not have the following documents during the work being performed:

1) Contractor issued an "estimate" and you signed it.
2) Contractor issued and posted a "Notice of commencement"
: this is a legal document that states that you have agreed to the work that will be done along with price.
3) Contractor issues you a written document stating that you are satisfied with the work and the work is complete.
4) contractor must sign a document from you that will not allow him to issue or submit a "mechanics lien" on the property and that the contractor has been "paid in full".

Unfortunately if all these documents are not in place, you will be hard-pressed to recover any damages from the contractor.

The best thing is to go to the police. You as a private citizen cannot legally find out someone address through any local organization. The police can look up his license plates and find his address then go to his house and approach him about ripping you off. Let the police handle this, once they get a name and address take to court for the amount of money that he owes you.

the D.V.L.A might be able to help or find out in classifieds of other construction workers to see if they know your worker. hope his helps.
