well it could be that it's painful? Or maybe the feeling of getting your hair pulled is a trigger that brings you back to a forgotten incident in your past. For example, a person getting trapped in an elevator during childhood, which caused them much stress may begin to sweat when riding in an elevator in their adulthood. Try to remember if there was ever a time when you had your hair pulled that hurt you. If you can't, then it could be that you're just sensitive to it. Some people start crying when they get their brows plucked.

obviously something hurts, tears run out of your eye because your nerve send messages to your brain to say you're in pain, and in the pathways of those nerve signals your tear glands are activated.
