You could try the System Restore which takes you back to a time when your computer was working good. Go To:
start
programs
accessories
systems tools
system restore
This process is completely reversable. And does not remove your personal files. Just go back one checkpoint at a time until your puter is working good again.

Just a stab in the dark here, but maybe your computer has been upgraded with the new internet explorer 7. If it has, you now simply use tabs to multitask. Instead of opening multiple windows, you use the same window with multiple tabs. Near the top, just below the address bar (url bar...whatever you call it), where it tells you which site you are on, just to the right, you'll notice a square...this is an unused tab. If you click on it, you can go to other sites and stuff, then just click on the previous tab to go back to what else you were doing...

Are you getting any error messages shown? The only settings I can think that will give this kind of behaviour in the lastest version of IE are:
Tools >> Internet Options >> General >> Tabs section >> Settings button >> Ensure "Open links from other programs in" is set to "A new window".
Tools >> Internet Options >> Advanced >> Reuse windows for launching shortcuts (when tabbed browsing is off) - You probably want this unchecked.

You probably have installed Internet Explorer 7. This means you have tabbed browsing, which is one window in which you can open multiple sites, switching between them by clicking on the tabs located at the top of the window.

Do you have a pop up blocker turned on?
Have you installed Yahoo or Google toolbars?
Just check your pop up blocker setting's in tools\pop up blocker
set the setting to medium.
