im from the philippines which has a not too hot not too cold weather.

i plan to have a common turtle that has a size not as big as my hand and some other turtles that are about two hands big.

Need more info... where are you located, first of all, what are some of your native turtles? Do you have an actual winter with snow and ice? How hot does it get in the summer?

What kind of fish do you want? Do you want koi, common goldfish, fancy goldfish? How many do you want? Fish and turtles can live together.
What kind of turtles do you want? Western Pond Turtle? Pacific Pond Turtle? Red-Eared slider? Etc?
Do you want for native wild animals such as frogs to make their home in your pond, also?
Do you live in the city, or the country?

Because I know nothing about the Phillipines, you should ask around and research your native turtles. See if there are any laws or health risks or permits you need to look into.

Anyway, go as big as you can. I prefer longer, narrower ponds myself, something 15 feet long, 8 feet wide, and 3-4 feet deep. If you go that size, you could get a group of koi and common goldfish. Maybe 10 of each. If you go much smaller than that, get fancy goldfish. Heating probably won't be necessary, as goldfish are cold water fish and can handle lower / higher temperature fluctuations.

Whether you want it or not, SOME little creatures will make their home there (it's a good thing, really), but if you construct a fence it will keep certain larger animals out (depends on the fence, of course).

Before we talk about how to make a small pond with turtles, I think you might want to do some research on that type of pet. When I was 14, I had a healthy active brother age 3 1/2 years. After finding a turtle outside and watching him swim in the small kids swimming pool, my brother became ill. That same week he died. The autopsy revealed Salmonella and Encephalitis. 36 years later I still miss him, I have 5 boys of my own. The CDC states that turtles carry Salmonella that can lead to the brain illness Encephalitis. Even if tested, turtles, other reptiles may show a false negative. One country banned them and their illness Salmonella Dropped. Good handwashing, keep these animals out of schools when children are younger than five.
