In the winter times, avoid allowing your system to drop below 40 deg F. If your system gets too cold, let it warm up for at least a day before powering it up. Power outages that last for several days can allow the pc to get so cold, the hard disk drive may not startup. Condensation can also be a problem in the cold. Brining a cold PC back into a warm room from a car or garage can cause condensation droplets to accumulate which can damage your equipment.

In most server rooms, they keep it cold (have the AC at 50 to 65) for better operations of the computers, so it depends on what you consider cold, 20 degrees, I would not use, 50 or 60 is fine. You have to remember heat is not the computers friend, they go to great extents to make sure it stays cool in there with fans and heat sinks to distribute heat away from the Processor chip, having a Computer Repair Company, I have seen many computers prematurely break down because of overheating. I would not store a computer in a room in the 40s or below. You do not want cold to the point of condensation

Well yes in a way, though not adversly. The primary material used for chips in computers is silicon. Silicon has a faster transfer rate the lower the temperature is. What really freezes up your computer is getting hot, so cool it down as much as you want.

To threaten a computer temperatures would have to be well below freezing in the room itself.

Cold is good for a computer... Hot is not.
Ever been in a LAN room where all the server computers are. They have special air conditioning units that keep it 50 degrees or so.

No. Electronics often overheat. Computer designers spend a lot of time and effort trying to keep computer chips cool. Low temperatures are good.
