It sounds like it is too late for this one. See your teacher and ask her this question.
In the future, read the chapter you are doing, do your homework immediately(same day). Look in the book for additional problems in the section or chapter and work those. Go to bookstores and look for additional books at the level of math that you are on.
Books that have a lot of problems are getting rare(the more problems the better - check to see if there are also answers to at least every other problem) and buy these books. Work that book's problems as well. 3 books should do it.(allowing you to be a little selective so that you can limit your additional work to just interesting problems - or the problems with answers).
Buy one of those 500 packs of filler paper, work all your problems on one side of this paper, save the worked problems. If you can work 500 pages extra of problems in one semester I guarantee a C or better.
OK, if you are in a semester class and it is Dec 1st you might be able to pull off a D+ if you do this now. If this is a quarterly class then even a D+ would be a miracle.
By all means, when you repeat this course do this and for your next math class as well.

Well, you really have to work a lot of algebra problems. It's not enough to just hear the stuff and say "yeah, that makes sense". You take many algebra problems and work them out on paper. You can take them straight from your book. The first ones will be hard. When you get the first one correct, you must do another and another. You will eventually do them quickly, an make fewer mistakes.

Sorry there is no short cut. It takes time and attention to work problems.

Can you get a tutor? Sometimes there is simply a disconnect between the style of the teacher and the learning style that works for you. Someone who can work one-on-one with you should be able to help you figure things out.

Also, the person who says practice lots of problems is right!
