It has been explaned to me that there is no official quota, but officers who don't write a lot of tickets "will be replaced by someone who will".

wow, the cops could meet their ticket quota if they only stopped one tenth of one percent of people who are breaking the law or speeding. best to follow the laws. you won't get in trouble.
