well this sorority girl, just asked me the day before her semi formal. shes wearing a blakc dress. all i have it khaki pants and a formal very navy dark blue suit. should try to borrow black pants from people in my frat, or is navy blue ok?

Navy and black are in. Your suit sounds very nice, however, wearing a dress with it sounds very daft. However, many have started wearing dresses as a tunic, make sure it looks right before carrying it off.

No, navy and black do not match. Wear your khakis and borrow a black or gray jacket if you can.

no navy blue is not okay. you should definitlye borrow some black pants from someone. black and navy just clash.
