You dont open up the port on your PC. You would be best to use a router with a built in firewall and use port forwarding. You would allow a specific port through your router and then forward it to an IP of a specific PC that is hosting the service you are trying to reach.

Install a program that "listens" on that port. Unless you have a firewall, all ports are already open. If no app is listening on that port, no connections are possible so it's really a moot point.
