If they cause property damage the parents are responsible

No i don;t think so because then they never learn from their mistakes. But it all depends on the situation... If it a good kid who's neevr been in trouble and it's a one time thing, maybe parents can help that once, as long as they make it clear that they don't HAVE to do that but are because they want to. But in general it's not good for the parents to pick up the broken glass if you know what i mean...

Should they? Of course they should. Hopefully they will take it out of their kid's a** somehow, but they should be held responsible all the same. When the child is old enough to have/get a job it becomes a different story. Make that teenager own up.

Generally yes- like if they break a window, or damage property, they should pay to have repairs made. If they kids are teenagers, they should pay the parent's back, and maybe have to help repair the damage- if they damage property at a park or school (like repainting walls, replanting shrubs damanged, etc).

If they break something, then yes. But then the parents should make the kids do something to pay them back as well. If you don't, you are teaching them that it's okay to break things without repurcussions.
