The Gods Must be Crazy is definitely a contender.
Perhaps one of the early Marx Brothers movies. Duck Soup, with it's incredible stateroom scene? They stuff about a dozen people and a huge steamer trunk into a tiny stateroom, all with plausible excuses for why they are there. Or the incredible tear-apart-the-train sequence in Go West.
Speaking of west, let's not forget Blazing Saddles, although I hesitate to all that dumb. In fact, I wouldn't call any of them dumb. Dumb is not funny to me. Harpo Marx, on the other hand, is.
