It could be either air caught in the cooling system, or the thermostat that controls the water is sticking - this is probably the most likely problem.
Along the cooling system is a thermostat that blocks water flow to the interior radiator until the engine is up to it's correct operating temperature, this could be sticking. One way of trying it out is to remove it from the car and place it in boiling water and watch to see if it opens. You may have to buy a car manual to find the location of the thermostat as there may be two, one for the engines cooling radiator and one for the interior heating radiator, though most cars only have the one.
Another cause maybe the cold/hot selector knob/slider. It will probably be an electrical connection (in a newish car) in which case an electric valve or something will be involved. If the control is hardish to move it will probably be mechanical in which case you can follow it through to the heater matrix and you may find a problem there.

is your temp guage working ok? had a similar problem on my car (not a renault mind you) but the temp gauge would go up very slowly and wouldnt blow hot air. changed the thermostat and everything works perfectly. cost 4 quid too

the heater matrix is a common fault with the laguna, if less than 3 years old Renault should fix it.

Could be an airlock in the heater matrix give the hoses that feed it a squeeze and see if they are hot.

if you got the same as mine it was the resistor pack blown
cost about 50 quid and 2 hour to fit it with out braking plastic surround

Assuming that your heater controls are working ok, it could well be your thermostat.
