Mary Kay makes an AWESOME product for lips - Satin Lips set. It has two products. The first is a lip mask that you do 2-3 times a week. It will exfolliate (very gently, not like a face exfolliater) your lips and nourish them. Then it follows with a lip balm. you can use the balm all day, every day. I started the set two years ago because I lived in the desert and had such a problem!!!!! It worked miracles. It is 100% guaranteed, too.
For your face, I would recommend a microdermabrasion set to help with the dry skin cells and nourish new cells. Then follow with a really good moisterizer. Initially sweetheart, being "black" or African American has nothing to do with extreamly dry skin. However, because of our heritage and along with the fact, viruses may enter the skin thru cuts, open wounds, and cracks in the skin, you should seek a Dermatologist for advice.
I know to you it looks like normal dry skin, but the truth is, dry skin is often seen in system diseases such as Acute Kidney Failure, Sunstroke, And Hypothyroidism (Underly low producing thyroid gland). My primary concern is why your skin do not have the ability to hold moisture, as it should?
The endocrine glands are small ductless glands scattered throughtout the body that perform the vital function of producing hormones, which are discharge directly into the bloodstream. The pituitary is the master gland in the body; it elaborates not only its own unique hormones (e.g. growth hormone), vasopressin (helps maintain blood pressure and controls the regulation of water balance in the body), and many others, but also influences the the hormonal production of other glands - the thyroid, adrenal, and sex glands, and to the lesser extent, the pancreas - by controling their activity.

Your Dermatologist will provide you with (a) prescription medication(s); if there are no over-the-counter medication for dry skin or hyperpigmentation.

First thing to do, gently exfoliate. This will take away dead cells (mostly dehydrated cells) and will smoothen your skin (exfoliate your lips using your toothbrush). Then, use a very good moisturizer (search for a product that is specifically designed for very dry skin) and a lip balm for your lips. If you want a very natural remedy for your lips, try honey. You will love the taste, and the results will be awesome. Don't forget to drink a lot of water or tea and if you want to, apply a vitamin cream or balm 2-3 times a week. It will make your skin glowing and actually it will make it healthier.

Well I have dry skin as well and Aquaphor or Euccerin products work good if you have extremely dry skin. You need something that is creamy dont buy those watery lotions that wont do a damn thing for you. For creamy lotion I suggest Vaselines creamy mositure lotion it keeps skin conditioned for 18 or 12 hours I forget. Oh for lips I suggest vaseline chapstick it comes in a tube or Burts Beeswax chapstick my mom said that is some good stuff. Or maybe Blistex. You can find those in the check out line at a grocery store or in a drug store. Hope that helps! Oh and for washing your face/body I suggest Oil of Olay for dry skin that will help as well.

Winters are extremely rough on a person's body. Drink lots of water (I found drinking lots of water eliminates dry cracked lips better than anything else), apply lotion to your arms/legs/hands, use a good face cream and lip balms without bees wax (bees wax only dries your lips out and you have to continually reapply it). Vaseline has a great lip balm and so does Avon (Avon's Care Deeply Lip Balm with Aloe). Both of these are great to use.

If i were you and you don't want anything nasty or cakey on your face try burts bees products. They have a honey lip balm that will smooth out anything like what you have. It sounds like you have a form of eczema, and that can be treated by over the counter skin creams like eucerin and etc. So, try the burts bees, they sell it anywhere and then look into excema treatment and see what that might get ya. The best thing is vasline...Cheap and effective.. apply it as often as u can and for hours...after a couple of days ur face will be soooo fair...if you have oily skin be sure to apply it only on the dry spots. just be patient...I have the same problem in winter and this is the only thing that works. Dry skin always so irritating...I hate it so much...I suggest you try using Zenmed Derma Lotion from Zenmed or Autopalm from Skinstore.com.

be careful not to use a product that has alcohol, I like to use cocoa butter daily, and then if by chance I get cracked skin, I use vitamin E oil
Also Burt's Bees has a great ointment, called ResQointment, it's green but it's great for healing skin problems like yours
