Before you think about powder and cover-up, you need a good cleansing routine to cut back on oil production.
Most important is to not over wash... using products that are really strong just make your oil glands go into over drive.
Then, use a good purifier/toner and something for moisture. yes, even oily skin needs moisture. I recommend Mary Kay's Oil Free Hydrating Gel because it isn't like a lotion, but helps balance your face.
BEST PRODUCT: Mary Kay's oil control lotion 3... it really controls it ALL day!!!! Another great product is the oil mattifier... it can be put on anytime of day and will make your face feel powdery with no oil. These products are guaranteed, and I do full exchanges for anyone, but have NEVER had to do it for these two items. They are awesome!!!!
Trust me, I have crazy oily skin and started on Mary Kay for it. I had tried everything first. Now, yes, I sell it, but that's because I loved the products so much.
The medium coverage foundation with dual-coverage powder is the best bet for coverage all day.

Hi. I have oily skin too and it drives me nuts that I couldn't find a good product to reduce all that muck! I've been using Clinique face foundation and powders for about a year now and it been great! It gives my face that smooth matte finish. It's a little expensive, but its worth the money and the trip to Dillards! But I also been using a routine cleansing regimen daily which helps ALOT. Try using the Biore Exfoliation scrub, then (only at night) if you want....at home microdermebrasion...it evens your complexion and reduces the blemishes you may already have. Then wash your face with a cleanser...I personally recommend the Clinique face wash for Oily skin. Then use toner...Clean and Clear toner and Witch Hazel works. And if you have any blemishes, use Benzoyl Peroxide cream and dab a little on the blemish. Let dry then finish with the Biore Shine Stop Moisturizer. Then I put my foundation on then my powder. Carry around some blotting tissues or even paper napkins to sop up any oil that surfaces throughout the day and only do minor touch ups with the powder. Use the blotting tissues to do all the work. I know it sounds like alot, but you must come up with a good cleansing regimen in order to reduce the oil....it won't go away permanently, but daily cleansing and good foundation/powder will help alot.

The first and most essential way of treating oily skin is to wash one's face more often as three to four times a day with a good soap. This will help reduce the spreading of oil on the face.
Use a soap that is suggested by your dermatologist or use a soap that is free of oils and moisturizers.
If you find your skin comfortable with a particular soap that you have used for a long time then continue to use it.
Wash your face with cold water that will help to lighten the pores.
Clean neem leaves crushed into a paste and applied on the face help to dry up pimples.
Ice cucumber slices or refrigerated cucumber paste applied to the face for about 15 minutes serves as a good face pack for oily skin.
Sunscreens and moisturizers should be oil free. See if they are noncomedogenic (oil free). Use a moisturizer that is light and watery.
Soak cotton wool in astringent and sweep over the face to keep it fresh and cool.
While exposing your skin to facials always go for the ones that are for oily skins
Try not using moisturizers, as they will tend to make the skin greasier resulting in pimples.
Use oil free make up, moisturizers, cleansers and foundations. However do not use a cleanser that causes to over dry the skin as it can make your skin more oily than usual.
It is always good to use a gel or a lotion for an oily skin as cream seeks to lubricate the skin making it oilier.
An exfoliated skin helps to maintain the moisture balance. So use a face scrub once in a while.
If you are going to be away from home for a long time, carry wet face tissues for cleansing purposes
Drink lots of water that will help in hydrating the skin.
Last but not the least, avoid eating fatty food that can cause your skin to become more oily.

I love loose powder because it gives me much more protection than the pressed powder. I use Clinique products and love them. I've also used Bare Minerals products and they're also great. If you're looking for something a little less expensive, try either Max Factor or L'Oreal products. Just make sure it's loose powder. Good luck!

I use Mary Kay liquid to powder. It's in compact form and you use a sponge to apply. I have really oily skin and this works great for me. Another big plus is that you don't need another powder. It's a win win situation! Hope this helps....
