Just show your desktop (minimize all open windows) and drag the start menu downwards to the bottom end of your screen.

You mean with the bar including where the clock is?...if so just drag it and rotate then drop it back where you want it to be.Make sure the bar (taskbar) is not locked,You can unlock it by right click on the bar.

Drag it to the bottom. You may have to right click it and click lock taskbar if that option is checked. Then lock it when you put it on the bottom.
