Do you mean Ronin...? the masterless samurai in the Frank Miller limited series...?
It would be a tough match. Ronin has the telekinetic abilities, while the man from Thanagar theoretically has foreknowledge of what Ronin's capabilities are, due to the absorbascan device.
Hawkman was alwasy shown winning after his foes got away the first time, due to using his scientific knowledge to figure out what their edge was and neturalizing it.
Even if it was their first meeting, I'd have to say Hawkman's superior mobility and general mastery of all ancient weapons would carry the day.
