I don't see how your questions relate to each other.
To speed internet access time... get a faster internet connection. Sorry, but there are no real tweaks that will make a noticeable improvement in download speed. You could try using the newest version of IE.. which is version 7 now.
Firewalls have nothing to do with downloads besides either allowing it, or not allowing it. They don't speed up or slow down the transfer of data.
Zone Labs has the best free firewall that I am aware of. Here is a download link. The best security you can have is to be behind a router's firewall (its hardware), do not log onto your computer using the administrator account, browse the web using a proxy server or a tunnel, and be sure to have both anti-spyware AND anti-virus software installed. Software firewalls are very hard to configure, especially for the home user. Windows software firewall is as good as any in my opinion.

Ant firewall is better than Windows (the usual free one being ZoneAlarm).
Personally I would not IE, it is too full of Security Holes, choose almost any other browser (eg Firefox). You can then get various extensions that help with downloads but the speed is totally dependent on your Internet Speed so unless you use a Download Manager that can find the download at different locations you just have to wait.

the best way to make IE faster is download Mozilla Firefox available from http://www.mozilla.com/ Its faster, more user friendly, easily customizable to suit your need and no problems. zone alarm do a great free firewall http://www.zonelabs.com/

You can't do much. You just need a faster internet connection. None of the tweaks will get you much better speed.
