He's likey got a passport. But then again with this country, apparently you don't need either....they'll let anyone in anymore.

Visa, he's only temporary after all. He would have to file all the paperwork to get his passport.

As a head of state (King of the North Pole) he has diplomatic privileges. That's why Customs can't inspect the contents of that sleigh. Sonofabitch could be smuggling WMDs or Mexicans in there for all we know.
