Leave a fake pink slip on his desk for when he arrives.
Video tape his reaction and post it on the internet for all of us to see. :D

Certainly not, if the guy is vacationing as we (the public) understand the term, "officially," vacationing is done only with due authorization from the system/company/organization! Hence, if the guy has been officially authorized the vacation by the organization, he is legally and morally right, and he cannot be fired, arbitrarily, based on opinion polls.
It might even have been you, vacationing with proper authorization, from your concerned organization/institution, as per the institution's rules! Yes, the rules are set by the organization/institution!
That and that alone (rules set and reviewed duly by the institution, i.e., by the top management), is the correct yardstick to follow. You all have signed the company's rules and are, therefore, duty-bound, as bonafide employees, to follow those rules. Any institution, worth its salt, has its set of rules well-set, and does not function, based on arbitrary opinion polls.
However, the company itself (i.e., the top management), may order an opinion poll, on an issue, that it views as "sufficiently contentious," and, additionally, also feels a distinct requirement for the participation of individual employees at "some level," as may be necessary, in order to create sufficient quorum (please check spelling, as the spellcheck does NOT work for such long answers) for the decision arrived at. Such decisions for opinion polls, are taken and ordered by the top-management, if ever necessary, and they (top management) are expected to be fair, and hence, decisions of top management, should, as a rule, be followed by all employees, as per concerned areas of responsibility. Set of company rules, are made based on its mission statement and policies and are, in essence, the companiy's constitution.
THANKS FOR THE PATIENCE, TO READ THIS RATHER LONG ANSWER.

Nope, timing is everything. you and your co-workers are just jealous that none of you are in Jamaica. Maybe next time, you save some vacation or PTO, and go yourself.
