Which is the worst college or university in your state or country and why?

I would say the University of Johannesburg in South Africa, and this is why, i go to college there, i was writing my Construction Accounting paper on a Wednesday afternoon which happened to be my last paper, so the next morning the university's exam department phones me and they tell me my answer sheet got lost, now i have to write supplementary exam that is coming in the next year. I feel i that the University is poorly administrating students work
