You could buy those sucker things people atatch things to windows with for the tentacle suckers, would look rather good i say,

Buy a large purple dress from OXFAm or such. Then get 4 white or if you can find cheep ones purple pillow cases. Cut the pillow cases in half length wise and sew the gap so that you can stuff them with padding. These will be your tentacles. As for the purple dress. pull it up over your head and get someone to tack the gathering. Se the gathering together and then cut out a hole big enough to put your head through. paint your face purple. Sew the tentacles onto the oustside of the skirt part (the bits either side of your head)

Aside from crafting the head/mask, you can find foam insulating pipe tubing from any HD or Lowes, and attach the sucker things (like used to hold small stained glass decorative pieces to windows) another answers suggests, with hot glue.

The split insualtion tubing might come in various lengths or even on a roll. It's used to cover plumbing. Usually in a dark gray or black it would lend itself to the color of an octopus. To attach everything you might find an old pair of football shoulder pads, which would allow tentacle attachment, as well as become a one piece unit, easily removed, and put on.

The head piece will be the greatest challenge in crafting something that looks like a large, kind of stretched balloon, leaving the face open or not.

The thing about costumes is that it's most important they don't get in the way of having fun! I would really make sure that the tentacles are as light as possible - so if you're stuffing tights use something that won't weigh them down. Small balloons (or water bombs) would be ace.... and if you could fill them with helium then all the better!

Your face: lots of light pink to deep purple eye shadow carefully applied to top lid, from eyelash to brow . Use eyebrow pencil to darken and extend brows outward, make sure you line over brow (definitely not under), and lipstick should be deep purple too.
Your hair: long or short should be unruly with some longer trailing wisps. Use sparkling gel.
your dress: long, purple if you can find one or else black.
your tentacles: 3 pairs of nylons (blak, small adult). Lay them side by side so the legs dont overlap and attach one band to the other with a stitch at each side and close the ring (When you wear them you will simply slip over your head, and strech around your shoulders), slide 1/2 length pool noodle inside each leg.
Wear fishnet on your legs, you could attach the catch of the day here...
IMPERATIVE: 4 pairs of long gloves(to the elbow), one for your hands the other 3 for the tip of your tentacles, ... stuff the fingers with kleenex around a pipe cleaner for each finger and bend enough for a realistic look. Secure each glove with broccoli rubber bands at wrist length.
The jewelry:Try to wear tons of rings (dollar store)on each of your hands, tons of long long necklaces, huge fake pearls would be ideal. A top hat with seashells would be great!
Wear a capeline, a shawl or a very wide scarf around your shouders to hide the upper nylons.

for the body get an old shift dress or a sheet depending on how good you are at sewing!)
for tentacles you could use 4 pairs of old tights or 8 stockings. stuff them with either old tights or newspaper (the newspaper can be a bit noisy as it crinkles when you move)
