The saying is used to indicate that the subject is so obvious to be a no brainer.

So it you ask, "Hey, does that car go fast?"
And the reply is, "Does a bear crap in the woods?"
Then the answer is yes!

Also, apparently not only do they crap in the woods, but they prefer Charmin ultra, when they do their doo-doo.

Porta Potties are rarely available in all parts of the forest so I would say yes to that question;
but I think the Charmin commercials is a bit weird. :-\

It's one of those responses to something obvious. Others are "is the pope a catholic?". It's just another irritating smartalec comment people make when you state the obvious.
