As it literally means 'already seen' in French then the answer should be no.
As we usually use the term to refer to the feeling of having experienced something before not necessarily seen and I know a blind person who does have instances of feeling he has been in certain situations and knows where things are etc the way he describes it...... yes they can!

Deja vu is a phsychological thing I think, something to do with temporary glitch in memory recall, making you think that something you have just stored is actually an old memory. It's not a visual thing.

So yes, people with visual impairment would get dej vu.
