If it is all fat then you can look up biceps and triceps exercises. They are on Internet, and in the books in your library.

Try them, 2 to tree hours a day. Will hurt, you may not be able to do it after first day, give up the idea of doing it in 13 days, start now with only few minute at a time and add few minute every day. Do not over do it so you have to break of to take rest.

Buy a long sleeve very loose fit garment( non see through) for this occasion and enjoy the occasion to the full, keep up the work and at next occasion show off the upper arms.

Swimming like there's' no tomorrow and your life depends on it! You've left it a bit late though with just 13 days. This will tone them up qick though.
