Britian's MI6 is not really that much different from Russia's KBG, Israel's Mossad and our (USA) CIA. Their primary objective is defense of the state from foreign threats. Since President Carter (I think it was the peanut farmer) imposed a moratorium on political modification (read... really DIRTY tricks and assassination) the CIA has nee limited to just the collection and interpretation of intelligence... they aren't permitted to act on it.
Prior to the CIA's creation in 1947 the US's intellingence service was OSS (Office of Strategic Services) run by New York lawyer "Wild Bill" Donovan which was created to serve in intelligence gathering and assassination role during World War II against the Nazis.
In the real, politically incorrect world, the nations of the world act as Otto von Bismarck's concept of "realpolitik"... doing whatever is necessary to stay in power or safe. Nations do not flaunt this, but they do whatever is necessary to continue their existence and protect their citizenry.

This is a really good question. However I doubt any of the answers here can be accurate. I thought her magesty did away with MI6 after the cold war?
Here in the USA the typical CIA agent doesn't have the right to kill. However that dosen't mean the CIA don't issue assignments on high value targets.

No they don't, although like any government agency they do have specialist teams who will be recruited in to do black work. Most will be merceneries or people with the specialist skills for the job in question. The problem with todays society is that with the internet and hackers, government assasination operations are more likely to be leaked; thats why agencies prefer to use outside operatives
