Okay, this I suppose is the continuation of the bit about your right to file an appeal against the decision:

" It (i.e. the appeal) has to contain your request and the reason for your request, together with an identification of your proof/evidence as well as your signature or the signature of your legal representative. The 30-day time-limit deadline shall be considered to be met if your appeal is handed over to the authority in charge, or posted at a Swiss post office or handed over to a Swiss embassy or consulate by the last day of the 30 day period."


So, to explain this:
The appeal has to contain:
- your request (i.e. a statement saying that this is your appeal which you are filing against decision so and so, which you should specify)
- the reason for your request
- an identification of your proof/evidence (i.e. you should state what new evidence you are basing your appeal on)
- your signature or the signature of your legal representative.

In order to file your appeal on time, make sure you observe the 30-day time limit. Hand your appeal over to the appropriate authority or to a swiss embassy or consulate or post it at a Swiss post office by the last day of that time-limit at the latest. Otherwise it will not be taken into consideration. (Of course you can post it somewhere else other than Switzerland too, but then it's entirely at your risk whether it arrives on time for you to meet the deadline.)

"It has to contain the application and its justification together with the list of items of evidence, and the signature of the complainant or his representant.
The time limit of 30 days for legal review is kept if the complaint is given at the last day of the time limit to the authority in charge, to a Swiss post office, or to a Swiss consulate or embassy.
