How about a check up with a vet?

Probably it seems worse when he's on a walk because he's in unfamiliar territory and can't anticipate where things are. Some causes of blindness are reversible, some are not. Need more info than "eye problem" to take a guess at the cause.

I would most definitely be taking him to the vet NOW!!! Some breeds of dogs are prone to get what is called irisatrophy, which means their pupils don't contract when they go out into bright light like the sunshine. Your dog could very well possibly be getting this since his sight gets worse outside. But definitely, it is probably actually past time to have taken him to the vet. Good luck.

Time for the vet. It depends on how old the dog is as well. He could have cataracts and needs to be seen to ASAP

Please take your dog to the vet. His condition is probably reversible if you get him in to the vet.
