A tablespoon is 3 teaspoons. A half a cup is 8 tablespoons so I guess it would be 24 teaspoons.
Half a cup is 25 teaspoons. 1/2 a cup = 125 ml and a teaspoon is 5 ml. Just checked it out and a cup can be 237ml or 240ml or 250ml.

so 24 teaspoons is half a cup

The recipe looks like it should work. If you didn't put 1/4 cup of oil in (shouldn't use olive because it has a bitter taste), then your cake doesn't have enough fat to maintain shape. I have no idea what's in "reduced fat" cocoa powder so it could be the problem also.
