.dcr file is the shockwave file format which can be developed using Macromedia Director software and the .swf file are the shockwave file that can be developed using Macrmedia Flash. Though these all are shockwave file but cann't be interchange as the developing mechanisms are totally different. So to play the .dcr file needs macromedia's shockwave player whereas .swf file can be played by Flash player.

From all I've learned so far, you really need the Adobe Director "dir" file. It contains all that is needed by Adobe Director produce the "dcr" file. The only other way I've come across is by using video recording software, but that has two disadvantages: a) reduced quality and b) if the shockwave video has interactive parts (i.e. accepts user input and allows users to make choices) these will not be translated.
