I live in an apartment where the walls are pretty thin. I had a neighbor before with a screaming baby and I could barely hear anything. My roomate is partially deaf and plays his tv in his room loud but if I shut my door I barely hear it.

However, my neighbor now, all he has to do is *turn on* his tv and his subwoofer drives me nuts! He plays it all night, all day long. Even with ear plugs it is still possible to hear it because it's low frequency noise. It sounds like one of those cars that will drive next to you on the street with a "thumping" soundsystem. It's "boom, boom, boom" all night long and I can't sleep. My apartment manager says the neighbor is "keeping it down" and the walls are thin so there isn't anything he can do. I've tried to explain it to the neighbor twice, but he blows me off. Right now he won't even answer the door when I knock.

I was thinking on calling the police, but will they really do anything? It's not the volume, but the bass...

I do see the guy on rare occasion when I go outside. I'm tempted to talk to him when I see him, but to tell the truth, I am so angry at him I would probably lose my tempter and shout so I have been avoiding it. I'm normally so laid back and people take advantage of me because I'm nice to a fault. Right now, I'm just cornered and frustrated and I'm not used to dealing with someone I am so angry with. I'm not used to getting this angry, probably the lack of sleep from the noise keeping me up is part of it. It would be great if I could find a way to fix this without a confrontation at this point. I'm going to do something I regret/get in trouble for if I try to talk to him a 4th time...

In regards to me moving out, that isn't an option I am able to afford at the moment. I'm not afraid of this man's response/revenge at me for calling the cops on him. The thing I am afraid of is getting in a yelling match/fight with him because I think I'll lose my cool if he starts on me.... >.< I'd never start, but I'm not going to stand there and let him spew garbage... That's why I think the police should get involved...lol I guess I'll have to call them and see if they are able to do anything...

Yes, DO call the police -- and let them deal with the noise complaint -- and the bass IS a problem -- I notice it too (it irritates me a LOT). Keep calling every time it is turned up. Sooner or later, they will ticket him and he will have to go in front of a judge and EXPLAIN why he can't stop "Disturbing the Peace".

I would write him a short but sweet note this is your first and last warning the next time your music bothers me you will be seeing the cops visit you from there on out I would call them every time the sucker turns it up because you pay rent just like them and have a right to enjoy your place and your space. I would also write a note to the owner of the building because sounds like your manager doesn't want to handle the problem.

If asking nicely fails, file a complaint with the apartment owner. Offer to pay half the material cost in having a sound deadening foam put into the dividing wall and the right angle walls as well. Older apartments lack sound deadening materials unless you find a old one with lead plating in the separating walls.

Yes call the police. its called disturbing the peace. The police wont say who called either.. The first time might just be a warning, but after so many times, they start giving out tickets. So its worth it to start the process now.

Call the police tell them that he is disturbing the peace, they won't tell you no. I've been sent to homes because loud music at 4 am. they will give him a warning the first time after that we give them a fine.

You have the following choices.
First thing would be to complain to your landlord.
Since he is hard of hearing, write him a letter and put under his door if you can't talk to him.
Call the police if it is during the night and disturbing your sleep.
Move.

call you ur local PD find out whta the Local City ordinance is for loud noises(ie music, construction work etc...) then once you have that start calling the PD, eventually they can start giving him citations for abuse of the City ordinance and hitting him in the pocket, he'll get the message when he has to pay a $150.00 fine or what ever it is for the cities definition of the infraction...

Call the police anyway and see what they do.My fiance has jammed with his band and it hasn't been that loud but people would still complain cos of the bass thing.Maybe your neighbour will get the hint

If he plays it all night, I assume he sleeps all day.

Play your music loud all day while you are at work and it is within the hours not considered disturbing the peace.

Face the speakers towards his bedroom wall.

you can try calling the police being in a apartment though they my not do to much if the music is at a reasonable noise outside the apartment. i say get better speakers than he and blow him out.
