Advanced writing skills are not going to hop off the page and jump into your brain. The responses above are good advice, get it at school.
Studying independently may help you with the mechanics, but you need to BE writing to learn writing. You need somebody who is knowledgeable to read your papers and edit them for mechanics, style, content and MLA rules. Otherwise, it would be like trying to learn ballroom dancing by watching TV and not practicing.
1st, get a writing manual by Diana Hacker
2nd, enroll in class or recruit an English teacher.
I am an advocate of local community colleges. You can get all the classes you need for as little as $150 per class per semester. It's also possible to just recruit one of the teachers there to edit your work without having to go to class. We find it very satisfying to have somebody who actually WANTS to write and exerts the effort to learn.

Sart Reading News Paper and make note of New Words then refer dictionary and start using those words while writing , speaking.

Your best bet is to continue writing!
I wouldn't study books, because that's reading...
What I would do, is go into a chat room, and "chat" (write) your heart out..
Then, you should start submitting your writing to publishers, and see what they have to say... The worst would be "screw off", and the best, "Come write for us!!!'

sometimes you can find tutorials on the Internet. if you can afford to pay then live tutors are available. some community centres have learning centres in them.
