does anyone know what a red handicapped parking permit means?

Blue permits are for people who are mobility impaired and need a wheelchair or other assistive device (such as a cane) to move around.
Red permits are for people with any other qualifying disability.

In California, the red handicapped permits are "Temporary parking placard for temporary disabilities. Valid for up to 180 days (six months) or the date noted by your physician on the application, whichever is less."

Blue permits are for permanent disabilities.

That's a new one. Been a disabled driver for about 10 years now and have never seen one. I presume we are talking UK here?

I think temporary. Mine was red when I had knee surgery (I live in TX)
