I know from some online freeroll tournaments I've been in I'll frequently sit out for the first 45 mins and jump in later... it seems that play is very loose early on and I'd rather wait for play to tighten up. Some folks will do that late in a tournament if they have a big stack so they can coast into the money. Other times those tournaments run so blasted long that people just have to leave after 2 hours or so to focus on the real world. The higher the stakes the less you see of this.

Are you talking : cash games or tournaments?, because that really different.
Cash game: player play for a long time and take a break, player who are on tillt do that for just a few second to cool of...
but in cash game you can sit or leave the table at any time....so doesn't really matter
tournament: player are late, it's a cheap tournament( freerolls,1$,2$ buy-in) so people don't show up, a player as a big chip lead so decide to sit back...

millions of answers why people sit out, one reason why there allowed two. because sitting out is perfectly legal and hurts no one but the one sitting out.. the Best way to look at some one sitting out is to sI'mple think they are folding every hand, because that is exactly what there doing, they still post blinds and antes. now if you wanna know why people do, that im not really 100 percent on but, i do know alto of people will try to coast into the money spots in a tourney by sitting out, then there are the people who just get up and go to the bathroom and forget to come back.

They are not loosing while sitting out, so in that way you may watch how everybody else wins or loses.. When there are not many players and you already know that you won something you may come back in playing. Its one of simplest ways to get to the final table. For egzample in tonygpoker.com tournaments first 7 places win, so why not to wait while everybody else loses :)
