If clinton was still the president he would have done the same things he did in somalia.
1. Fail to listen to those in the military who actually know what is going on. The General in charge of the operation in Mogadishu was ordered by clinton to carry out the mission. When the General informed billy what he needed to effectively carry out this mission, he was denied over half of the equipment and troops he requested.
2. Leave the troops dangling in the wind. When the mission in Mogadishu failed miserably, billy ran away like a frightened schoolgirl as our soldiers bodies were dragged through the streets.
3. Send the message to the enemy that he is a hapless wimp, and will cut and run when anything gets tough.
If clinton was president after 9-11, he would have sent the same message to the terrorists. He would have run away squealing instead of taking the fight to the enemy. Attacks on US soil would have continued.

To answer your question:
He wouldn't have gone to war with Iraq in the first place, but if for some reason he did, then yes, he would have pull them out by now.
To all the Clinton-bashers:
Bush didn't do anything about Osama bin Laden either. Until September 11th, anyway. That doesn't reflect that poorly on either one of them, either. Prior to September 11th, there wasn't enough popular support for a war against the Taliban. If you don't believe me, go back to Bush's comments on the situation in the 2000 debate. He said he opposed an interventionist foreign policy, and that we weren't the world's police.
He, like all the other isolationists, changed his mind after September 11th. Bill Clinton would have done the exact same thing Bush did, except Clinton wouldn't have invaded Iraq.
Clinton was actually one of the more trigger-happy presidents in recent memory; the only reason we didn't fight more small wars than we did was because he got burned in Somalia, and the Republicans* (and some Democrats) didn't want to fight other people's wars. Neither party appreciated the danger posed by bin Laden prior to September 11th; to argue otherwise is ahistorical and obtuse.

I don't know about Clinton, but if Reagan was still in office, there would be no al-qeida or any other terrorist groups right now. And for damn sure bin-laden & sadamm would be corpses rotting in the spot where a brave Marine put a bullet in their brains.

Clinton never would have sent troops. He would have sent the air force and bombed the hell out of Bagdad, but no ground troops.

If Clinton was in power, I would be scared... I don't think he would do anything after 9/11 and we would have been hit again. We must fight these guys, it is chaos over there and if we pull out, then chaos would remain, they would get powerful and create chaos here, do people really want that? How easily people forget 9/11, not me, I know what kinda stuff can happen when you ignore the problems like Clinton did.

Bill Clinton -
1. would never have sent troops to Iraq,
2, Would have pulled them back if his predecessor had sent them
3. Would treat terrorists, thugs and criminals as political misfits that need to be converted to Democratic voters, then we'd just concede to their demands

IF Clinton was still President -- we would be attached over and over again since 9/11 -- and the loss of American Lives would be tremendous. He was all for bending over backwards (and every other way) and NOT doing the job of PRESIDENT at all.

If Bill Clinton were in power, we would not be in the mess we are in, so there would be no troops to pull out of Iraq.
