when you say bloated, is her stomach bigger, or are her feathers just puffed up. it should be easy to test, touch her stomach with your finger and see if it's flesh or feathers.
if it's feathers, she's cold, try putting her next to a very sunny window with a full spectrum light bulb on her. if you don't have a full spectrum you can use a regular lamp but make sure you monitor it VERY closely, so as not to burn her. the easiest way to test a birds body temp is by their feet. while she's sitting on your finger, if she feels colder than your hand she's too cold. most birds body temps should be a couple degrees warmer than your own so she should feel warm (not hot) while on your finger.
as for the stretching, it's a natural budgie thing. :)

it is not egg binding as shr would have died already. It causes the budgie to die pretty much straight away when egg binding occurs. Bloating can be caused from the budgie eaing to much. I have arond 40 budgies and a few of my males in particular hog the food and therfore eat a lot more than others and become quite bloated. It could also be a tumour. One of my male bludgies, muffy has a big lump on his chest area it is more on the left side than in the centre. I thought that because he eats a fair amount of food that he was bloated but it turned out to be a tumour. He is still living and is just over 4 years of age now. If you are really worried about your budgie and dont think he has been .herself lately then i strongly recomend that you take her to the vet and get it checked out. As for stretching it is quite normal. All of my budgies stretch it is nomal for a budgie to strecth their wings, neck anything really. Budgies get sore necks and wings etc just like we do.

Birds, especially small birds like budgies, can turn downhill very quickly. If you are noticing ANY odd behavior, you need to take her to an avian certified, experienced vet ASAP. It is impossible to reliably diagnose health problems over the internet.
It sounds like she is not feeling well, and if she is breathing open-mouthed, she is having trouble breathing, possibly from a blockage or infection in her throat/crop. As far as the bloat, if she just has her feathered puffed out, it means she doesn't feel well. If her body itself is actually bloated, it could well be a blockage or egg binding, both are extremely painful and can kill her in less than a day.
Vet. Now. Good luck!

If its feathers are just puffed out its probabley not bloated but cold.
the weird stretching of the neck could be one of two things that i know of.
1. yawning
2. vomiting
vomiting may happen when your bird over eats. what happened when i first got my bird was it over ate becuase the past owners starved it. it threw up after. the bird started to sway its neck and head back and forth then shack it and afterlike three minute my brother noticed seeds were coming out. the neck sort of convulsed and mouth opened.
otherwise call a vet and ask what it is over the phone

Where is she bloated?
Does she keep her head slightly thrown back?
Does she make a funny sound when she breathes?
She may have parasites in her crop. As they grow, they block off her air supply and she has to stretch her neck to breathe.
She is probably not egg bound.
You may need a vet...an AVIAN vet.

Um... Why are you asking random human beings at your job to kiss you? that isn't any longer something you do. in case you wanna kiss them so undesirable, commence courting them. and that i'm assuming human beings at my job might want to discover that strange, yet i'm proud to assert i have not in any respect tried.
