Certainly. You might come across some problems though if your bike has shocks, and the shocks get wet, and the temps are below freezeing. I live in south carolina, and I own a Haro v-1 mountain bike. It sleeted and snowed here two days befor Thanksgiveing, and I was out in it, braveing the elements. One of the other answer's are right. Winter weather rideing can be down right awesome. Just make sure you dress warmly, your brakes are working well, you have good tires, make sure your tires are inflated to where they need to be, and that your gears (if you have a mountain bike) work well. If all of the above check out, then go have some fun!

why not? i plan on doing that. if you want to ride on snow or ice, i recommend getting a separate set of tires with nail studs. get a fairly thick tire (around 2.4", doesnt have to be anything expensive) and drill about 100 small nails throughout the tire. i saw an experiment for this on tv once- any more nails will give you problems when you turn and causes a lot more rolling resistance. less nails doesnt give enough traction.

have fun with it, and make sure you wear a helmet. ice is VERY hard. lol

absolutely- you do need some skillz but a mt bike in the winter is a blast. you stay warm from the pedalling but be careful of cars while you literally pass them. in off road riding you can truck through a lot more then you think. build a jump, and landing in a big snow drift is painless. at 12 i was duck tapping my skis to my bike to ride to a resort. stay away or steady on ice. your parents will hate it at any age but it's exhilarating winter fun.

yes you will need studded bike tires because you will fall from the front tire going out from under you if you don't have them.
