intriguing question, made me think. I believe the latter group supports them more because in the eyes of the rest of the world those who support PIFT's are grouped in with the terrorists themselves. A society's greatest influence is always its own citizens and those who sit in silence might as well be strapping on bombs themselves.
p.s. the pseudo refers to Islamic, in that terrorists don't truly follow Islam, which is a religion of peace much like Christianity

Since to support something means to pay attention to it, then it never got really big, because the majority of the world's population is silent and/or never pay attention to it.
Want to support it? Then stand up and condemn it vocally.
Don't want to support it? Then don't pay attention to it and mind only your own business.
