depends on what way is he running? Did he get a big head on his shoulders because he was in 1st place, started spinning in circles and got so dizzy he passed the 2nd place runner and now he is in 3rd!!!
got this in an email once, I think your question is wrong. Check it again! if I passed the person in 2nd place I would be in 1st
