I need to know for a research paper at school

The answer is the same for all institutions, industries, companies and that is to refine, enhance and innovate new processes, products ("weapons") to improve your game. In the military's case that is by developing new weapons that replace older more expensive and most likely more dangerous to the solidier using it (not necessarily to those receiving it).

We are America we don't lose in the war games we got the best toys and hence the best toy makers (plus the Israelis help us a lot).

Try never to be in a fair fight. It matters less to you that you've won if you're dead. After five years in Iraq, we've had fewer soldiers killed than in a good HOUR at Shiloh or Antietam. In WW II our we were criticized by our allies; the Brits or the Free French would lose a section of men trying to clear Germans from a cathedral. The U.S. would send in a couple dozen 155 rounds from a good safe few miles away. Our military doctrine is to use technology and destroy the inanimate (along with our enemies) to limit our casualties. This has been modified of late to our troops' peril. But we still want to give our troops the best advantages we can.

I think a better question would be: Why is the government willing to discard proven light infrantry weapons systems, specifically those that can manuver in urban combat, with heavy caliber capability, in favor of rubber tire 50 cal go carts (Humvee).

The B2 costs 1Billion per plane, it can do the job of an entire regiment, or even an entire army if we wanted it to. How much are our boys lives worth? Sounds like a pretty good investment to me.

Oh, lots of reasons

* need something that works better than existing stuff
* need something that is easier to maintain than existing stuff
* need something that is cheaper than existing stuff
* need something that makes existing stuff works better

and basically any combination of the stuff above.
