Hard question, since I don't believe in hell, not the Biblical hell anyways. And I don't believe all the good will be in heaven. I think the righteous will inherit the earth. But if I did believe in a heaven and hell, I guess I would say Satan in heaven and Jesus in hell.

I'll be surprised if Hell is empty but won't be surprised if Heaven is empty. I'm happy enough not to be in both, I will be just wondering spirit among the living and talk to mediums about my stories. Thats the life after death I want, it's so much fun!

Heaven will of course be full of sinners, what a fun Christian idea, or full of virgins and camels if your a moslim, peace and tranquility if your a buddhist.
I think that heaven would be full of friends, I think it would be a shock to see Adolph Hitler or Stalin...or G.W. Bush for that matter.
Mother Theresa and Oprah would be a shoch to see in hell

just to cause a stir I would be extremely surprised to see the Dahli Lama in Hell and I would be most shocked to see the pope that started the crusades in heaven

How could you even think a mass murder would be there...

And we are all eventually going to hell because hell is the common grave of mankind...reference the Hebrew word She'ol.
It is the word in the refernce column of most KJV bibles.
Proverbs 23:14 ...shall deliver him from hell (references to the word she'ol.)
