It depends. Real VIPs don't need a pass, they get treated like VIPs anyway.

But often a club will give regular customers a VIP pass. This pass will often entitle holders to a discount on drinks, reduced rates on entry, not having to stand in line, access to special areas etc.

VIP passes will give the holder and maybe a couple of guests access to the Salon Privy or the VIP area of the casino as most casinos have separate rooms for their VIP punters.
