Are you talking about the candle people have in their window? I think they are there for decoration purpose.

I burn one every night..Around here in this state and most others to it means you have or know someone who is serving in the military and is in Iraq or Afganstan..etc..and I burn one for my Son , it's to me means I'm keeping the lights burning until he comes home..
