I suppose you could build a machine that was capable of self-awareness and learning and love. I suppose you could even make a machine that believed in God wholeheartedly after you did all the other things...
Also, the guy who said "check out that sodium/potassium pump" is on to something. The human brain is a machine: electrical and chemical and computational and possibly the single most complex thing on the planet, but it is still basically a machine. That thinks. It would be interesting to see what would happen if you built a giant computer and ran a computer simulation of the brain of an actual person.
As for having a soul, how do you define soul? Is it the qualities I listed above? Or are you going for a spiritual essence that survives death? I don't believe in spirits and don't know how they would work if they were real, so I can't possibly design something that incorporates them.

A soul belongs to an organism that has natural life. The more developed the entity, the more developed soul. If you can prove that your machine has life it just might have a soul. But I don't know of any machines that mature, reproduce, and die like a living organism.
