I've seen it done in period films where a person licks the tip of a quill (maybe to clean off any dry ink). Some people do it lubricate the ball in a ball-point pen, but I really don't think it helps at all. I guess they just think it looks cool.
Licking the 'lead' in a pencil can not harm you because it is not really lead. It is actually graphite. All modern pencils are made with it. So, there's not way you can get lead poisoning

if it is real lead then yes very bad
but i think all pencils are made with graphite now so there is no reason for concern....unless you are licking an antique or something strange like that

Nowadays pencils dont use lead due to the poisonous of it, now they use other substances like graphite. Its not a good idea but its not dangerous.

sometimes people have ocd and can go unnoticed, but unless u see other things these "people" do repeadly every time they do it, i wouldnt be concerned. Kinda of like checking to make sure u lock your door, i think everyone does that
