Have you ever had him tested for enviromental allegeries? Could be from the grass, trees, just about anything growing outside.

Well, the grass might (duh), or it might be "chiggers" (I don't know the "technical" name, sorry), "chiggers" are small bugs that look like black specs when they are on your skin.
